Water constantly on the road

Sent to Hampshire County Council and New Forest District Council 3 minutes later. FixMyStreet ref: 1527250.

Why the water is constantly running onto the road which has been for many years now. In the winter it is like an ice rink and absolutely very dangerous been on the hill. Please can this be fix.
