Gully blocked pothole 3ft in diam contractor came out to clean other gully refused to clean blocked gully saying not his resposibility only cleaned one on off road to chesford there were council garages on this site its a public walk through to dickens road

Contractor came to clean gully on off road when I showed him the blocked gully in old garage site he said not his responsibility it was council garages site so I cannot understand why this is not being cleaned out
