Rubbish blocking pavement

There is an enormous amount of rubbish outside some flats in hessel street. The wheelie bins obstruct the footpath. Now there is so much rubbish there I couldn’t get out of my car after parking in the bay next to the bins because I couldn’t stand on the pavement, it was covered in rubbish. This amount of rubbish on our pavements is unacceptable. It’s blocking a pavement, now it’s making it difficult to park so it’s blocking a parking bag too. The street is swarming with rodents. This is unnacceptable. It’s about time hessel street was taken seriously and cleaned up. Landlords need to be prosecuted for not supplying adequate bins. Bins should NOT be placed on footpaths permernantly. Rubbish needs to be collected so it does not build up to this extent and the street needs a good clean.
