Road surface has not been completed

The whole of Kirby Avenue has had works done to it for resurfacing a few months ago. The contractors have been out and started the resurfacing work. Somewhere along the process they have forgotten to come and complete the top finishing layer? They've been out and painted the road markings over an unfinished surface. The way the road is now is like a gravel track, certainly cannot be safe for cyclists not to mention the amount of chippings that are being flung up by vehicles. Someone really needs to come and have a look and rectify. There is no other road in this state that's been resurfaced anywhere on the estate. From memory and I cannot be 100% sure I think they came out twice last year and did the same process twice, I'm assuming the second visit should have been to complete the surface not repeat what they did the first time? Also I would have though whoever painted the lines would have highlighted it?
