Blocked right of way

On the Southern fork at the top end of St Denys Road, opposite the Mitre car park, there is a cut-through to Westridge Road. This is a private road, but it is a public right-of-way under section 31 of the Highways Act 1980.
I personally have been using this route as of right and without interruption for more than 20 years, so although it is not adopted by the Council, it is deemed under law to be dedicated a highway.
Within the last week or so, somebody has erected a wire mesh fence in the middle of this road, secured at both ends, which renders this public right of way impassable.
Please would the Council take immediate action to have this unlawful obstacle removed?
