Hedgerow restricting view at road junction

This hedgerow is overhanging the pedestrian footpath and restricting the view for motorists emerging from Roseberry Avenue onto high street. This junsction is already unsighted due to a bend in the road and the hedge is reducing visibility further.

Can the hedgerow please be cut back in line with the footpath.
