Road covered in thick mud and gravel

At the junction of B4086 Spring Hill and Church Hill into Combroook there is a field entrance used regularly which causes thick mud and gravel to cover the road surface. This is a junction used regularly with traffic in all directions, there is also a lay-by used by local schools to collect children. The road surface becomes extremely slippery, this is a serious safety concern. I am unable to ride my push bike or motorbike along this road when the surface is degraded like this and in my car have too take extreme caution. I do fear this can cause an accident. This issue is particularly bad this year and has been like this for several months.
