Muddy shortcut has become an eyesore

This shortcut from School Walk to the footpath across the railway bridge has become a muddy eyesore. Can the path either be properly surfaces or fenced off.

Updates

I had a reply from Leicestershire county council regarding this and they refused to do anything referring me to the parish council. The parish council are aware but currently have no budget to surface the path.
