Temporary Traffic island Alterations

Alterations took place late September 2018 to allow The Giants spectacular to pass a roundabout and also to ensure the safety of spectators. An island was removed and safety barriers/cones placed at various locations here. I personally stood the Barrier upright approx. 2 weeks ago as by lying down it was preventing Pushchair and wheelchair users from crossing the road safely, when will this be returned to its original state as it now makes New Brighton look abandoned and neglected.

I wish to add to the complaint: Highway's debris of 6 months duration is still left fly-tipped onto the grass-apron of the Floral Pavilion Conference Centre too, But, more importantly, the lack of 'stop bollards' in the centre leaves it very hazardous for pedestrians attempting to cross, which I have experienced several times with motorists driving over the zebra crossing ignoring me as I alight off the pavement because they do not reduce speed as they approach! PLEASE CAN HIGHWAYS DEAL WITH THIS ASAP?
