Car Parked everyday on double yellow lines. Traffic Wardens never issue tickets

Everyday cars park on double yellow lines and get away with it. This area as shown in the photo is in front of the buildings rear fire exit. This blocks access in the event of an emergency. Please, someone, come and ticket these ignorant drivers.
