Car parked not in a bay & obsrtucting emergency service routes

Sent to Leeds City Council 2 minutes later. FixMyStreet ref: 1491869.

Everyday vehicles park in front of the bollards and obstruct access to the path and the emergency service access. It has been happening all year. Double yellow lines are required. There are now parking restrictions or a pay machine in place so everyone parks for free and blocks access.

  • Emailed received from Steven Williamson. "Thank you for your email received on 20/12/2018 regarding vehicles parking adjacent to bollards on Grace Street. I have investigated the matter further and confirmed that the area to which your email refers is private land and has no parking restrictions in place that can be enforced by our Civil Enforcement Officers. Leeds City Council Civil Enforcement Offices can only issue Penalty Charge Notices to vehicles parked in contravention of parking restrictions on public highways. If vehicles are parked causing an obstruction to the public I would advise contacting West Yorkshire Police by telephoning 101 to enquire if they could be of any assistance". Please can you tell me who the land belongs to? Thanks
