Car park over grown and very poor lighting at night

The car park outside our house (75, Kimbolton Crescent) is a dreadful state. There is a broken down wooden fence which was erected when I reported that the brickwall in front of it was eroding and unsafe and could easily fall on to someone if a car went in to it, therefore there is no wooden safety barrier again and so the wall is again a danger. There are bushes growing into the car park and a build up of leaves and debris which means my shoes get covered in dirt each time I get in my car. The lighting is also extremely poor at night time, we can not see at all since the bulbs were changed sometime last year.
This car park was supposed to be cleared but they just shovelled the dirt over the walls and onto the overgrown bush that shouldn’t be there in the first place! Road sweeper was too big to clean the leaves. Lighting is poor to non-existent.
