Very Large Puddle on cycle lane every time it rains

Every time it rains more than a few drops (at least every two weeks in winter), a big puddle forms and takes the whole cycle lane (westward) on whitechapel road, forcing cyclists to veer into the bus lane. This is in front of the Royal London Hospital. The puddle forms just in front of the cycle hire station, after the bus stop.
This issue has been there since the cycle superhighway was segregated from the rest of the traffic.
