Overhanging and dangerous condition tree

There is a dead tree that is in danger of falling. A couple of branches have already had to be pulled out of the ivy that seems to be holding it up. The ivy also gives the impression that the tree is fine, but the top of it shows the true status. It appears to be on the public footway side of the boundary fence approximately 5 metres from the end of the railway bridge wall, directly opposite number 58 Shalmsford Street, CT4 so it seems that it may be a council responsibility as opposed to the railway authority.
It has been examined by Kent Council and passed on to Network Rail, as the tree is likely to be their responsibility. NR have been to look at it and are arranging to double check the responsibly and if confirmed will be actioning ASAP
