Cars all over pavements, pedestrians forced to walk in road

All around Oakwood, Rugwood Road and Seymour Close, cars are fully parked on pavements and are blocking access for pushchairs, mobility scooters and in some places for able bodied pedestrians too. This necessitates walking in the road around blind corners in places and is incredibly dangerous. Is it possible to at least put up notices and hope people respect the people who wish to use the pavements for the use which they were intended? Or is it possible to erect small bollards to stop this selfish practice? Thank you for assisting us local residents, it is appreciated.
