Car blocking access to OAP home daily not resident / from hotels

This vehicle has been parked here daily for the past 4 months. The vehicle does not belong to the residents of the property or the hotels. The car is not in designated parking area and has now blocked the access to the entrance way for ambulances and fire responders, as well as the residents, carers and visitors. Most residents are over 75, vulnerable and require medical staff and carers to easily access the property and come and go without hassle (nurses and GPs are pushed for time as it is with home bound patients). Two marked visitor parking are outlined, this vehicle is not in a space. The Dukes pub/hotel has also had a fire where responders needed access at this location. It is suggested that either a parking bay is assigned instead of the pub rubbish bins or double yellows are used to prevent the vehicle parking and the resulting traffic issues / inability to access property.
Generic response regarding lack of funds to address such issues in councils, towns are all suffering congestion etc. etc. This will be put forward and raised (possibly?) in the next planning meeting.
