Public Right of Way - Developer has caused flooding

The housing developer has undertaken earthworks which is causing surface water to collect in a large depression. The diverted Public Right of Way from Market Harborough to Lubenham or Foxton passes through this depression and now a 50 metre length of it lies under about 450mm depth of water. The contractor needs to raise the levels of the Public Right of Way to bring it above the water level and provide culverts underneath, or prevent the water collecting in this location. Thank you.
