Private seller parking 5 cars on neighbour's spots

This street starts to look more like a Private Garage for those who live on the house no. 62. They buying cars and parking them on our spots without any respect, repair them, cleaning, washing affecting the environment. I know that they stay on benefits, but they use the only teenager 16 old to be the seller. I believe this is an act of offense to child protection. Also, they don't pay the tax road. This is not fair to this society and also not having respect to DVLA at all.
