Wheelie bins blocking pavements

We recently received a letter from the council dated 22nd October instructing that wheelie bins should be removed from public footpaths. It seems that the letter has been completely ignored and the pavement continues to be blocked with approximately 20 wheelie bins outside various properties. The problem is particulary accute in the stretch from what used to be The Rifleman Pub up to the top of the hill. The road is en route to two primary schools and it is horrible having to negotiate these bins every day especially with small children and buggies. Please follow up on the letter that was sent out and ensure that these bins are removed from the public highway. Thank you
