Dangerous parking/traffic issues

Every morning and evening during school drop off and pick up, cars park along this little stretch of road. There is a large area which is paved here which is a footpath, residents also park on this too. Most mornings, cars will not give way to each other as they are trying to get around the cars that are parked at the side of the road, this means they mount the footpath and myself and my children have been nearly hit by cars so many times. Its really dangerous and makes me nervous letting my kids walk to and from school. Traffic going to work and buses are impatient and ruthless and dont consider the pedestrians walking. If this small stretch of road was made No parking during school drop off and pick up then cars and buses could flow freely making it safer for those walking. This problem has existed for years but its getting worse and it only takes one car to hit a child, lets not leave it till its too late to fix!
