Speeding in a 30mph zone, blackbrook road. St Helens

This is a main road which has a stretch at 40mph then drops to 30mph. Speed limits are not adhered to in either zone. There is on road parking on the 30mph stretch of road officially marked out but it is treacherous trying to get in or out of the spaces due to several cars coming round the bend at speed and having to swerve last minute. There is a school opposite and several children using the crossing each morning. Today whilst pulling into a space I was nearly hit by 2 buses. Both travelling far too fast and too close to each other. The first one swerved last minute and then I was very narrowly avoided by the second. I feel this stretch of road is in need of speed checks. The road has excess traffic at the minute due to roadworks on the East Lancs and I feel there may be a major crash on this stretch of road if something isn’t done to calm the traffic.
