Speeding cars on a 30mph road

Its a 30mph road from the start of Holmside lane until you meet Wheatley Green lane. However between the hours of 8am and 9:30am and 3pm to 6pm I have lost count of how many drivers are speeding. I don't just mean 2mph above the limit but some are driving at least between 45 and 60mph. The street is very quiet however there are some small children and dog walkers about. It won't be long before an accident occurs. I have a small baby and I regularly take her out in the pram, however there have been a few incidents where someone has come flying up the hill, not watching where they are going and could have easily hit us. I know a speed camera would be costly as well as a speed humps, but something needs to be put into place before a serious accident occurs.
