Conifer trees blocking public footpath

These conifer trees are growing in a garden at the end of Stainforth Close, Nuneaton , possibly no 39 ?. They are so large and overhanging , that they are now blocking access on the public footpath in Grassington Drive and have reduced the width of the pavement by at least 50%. This is causing people walking towards each other to walk onto the road , causing a danger to them. So sec 154 Highways Act 1980 is relevant here and needs invoking to improve the situation.
