Pavement has many trip hazards,roots protruding through tarmacadam whole had only patching repairs over50years

The pavement to this close is a disgrace.Ther are bare patches where tarmacadam has worn over the summer weeds grew up over much of the edges or in middle of pavement ,trip hazards between tar and kerb and moss becomes slippery in the wet.I have complained to no avail for many years have letters going bs k to the late 1990s?Some repairs have been done but not completed evenly and in a satisfactory way and have since deterioated
