Council help with Royal Mail rubber bands.

I continually collect hundreds of elastic bands that Royal mail staff discard on the street. These bands have catastrophic impacts for wildlife. In addition it shows contempt of our communities to relentlessly litter in this way.
A quick online search shows that this issue is repeatedly picked the media and subsequently ignored by Royal Mail after releasing a placatory statement.
It is time the councils took responsibility and act upon this. Individual complaints are ignored by Royal Mail, but the council have much more power and connections to influence them.
