Waste operatives mixing recyclables at kerbside.

On several occasions I have witnessed waste operatives emptying cardboard into the main part of blue bins, mixing it with other recyclables before emptying the bin into the truck. This doesn't seem right. What is happening here? Are the operatives contravening their duties or is the recycling taken to a facility where the materials are mixed before automated sorting. If it is the former then this problem has been overlooked again and again by councils. If it is the latter, why bother with the cardboard inserts. Either way it is hardly encouraging people to sort their waste. I would like some information about the facilities our waste is sent to so I can follow up with them to get their take on this.
