Very noisy manhole cover

Subject to any parked cars, the two piece manhole cover is in the direct path of the near side wheels of the majority of west bound vehicles passing along the road. Each vehicle that passes over it causes the two halves to interact causing a loud "clack - clack" which is very loud out in our garden, and to a lessor degree in the house, and also prohibits us from having windows open. This continuous noise is proving harmful to our quality of life as, apart from being driven away from our home, there is no way we can escape from it. It would be appreciated if action could be taken to rectify this problem.
