Car parked on corner blocking street entrance

I have previously reported this car on here, it stopped parking at the entrance to our very narrow street for a while but it is now back. Our street is very narrow and where this car parks is very dangerous as cars coming around the corner to enter our street nearly hit it. Also bigger vehicles cannot enter the street due to where it is parked, so this means no delivery vehicles, bin vehicles and ambulances (a lot of disabled and elderly people live in the flats on this street) can enter the street.
