Verge side tree with long hard thorns at head height

Overhanging the pavement is a fairly small tree with long sharp thorns on it. The branches are a head height for anyone 6ft, probably less. I have twice on dog walks in the past two weeks walked past/under this tree and drawn blood on my scalp from being caught by the thorns. This doesn’t appear to be an appropriate tree for a public verge if it’s not pruned. The tree is in the verge outside no.28 Southlands.
