2 familys taking all parkin with 12 vehicles

I will explain, there are 12 cars and vehicles parked and not being used on a daily basis in fact they are parked with the sole purpose of causing inconveniance to other residence and this has been confermed to us by one of the people doing it . what do we have to say to get a proper solution to this problem at presant 2 families have twelve vehicles at least in the car park and only 6 of the members of those familys have driving licenses .five of the vehicles have not move for more than a week this is just the week days on the week end there can be even more. a new family moved in a couple of weeks ago and they were told by one of the families that parking is first come first served well its not hard to work out that if you have a trailer and two car transporters and three or four more vehicles using and parked across two or more parking spaces most days that no one else is going to get a chance of parking untill one of the vehicles moves and you just happen to come home and find one . some residents are parking out side on the road by the entrance to the parking area which blocks the veiw up and down the road some on the grass verge there are loads of school children in the area and even more children using the road now king alfreds have conbined years at the school west site how long before someone gets injured. hopefully that wont happen and not what it takes to get a solution maybe we could have a parking permit schem here please remember i wish to remain anonymous

This behaviour seems extremely anti-social.
If it is a council house, you can raise an ASBO with the council, to get them to intervene.
If it is a private house, you could try getting the local councillor to come along and attempt to talk to these people.
If all else fails (and the fact that you feel the need to emphasis your wish to remain anonymous suggests that they are quite unpleasant people) then you might want to take direct action: all vehicles parked on a public road have to be taxed and mot-ed, so use the DVLA website, and this one, to report every single untaxed one. Repeatedly.
If they have car transporters, they are usually commercial vehicles and they might not have permission from the company to use them privately, so you could complain to the company about them being used to block parking spaces.
If they are not commercial (ie no company name on the side) then they might be running a breakdown/mechanic company from their home: check on the local planning authority to see if they have planning permission to run a business from the home.
If they are fixing up cars to sell, that again might be running a business from a home, and they will need planning permission to do so .Also, as the whole of Stockham is an ex-council estate, there might be restrictive covenants prohibiting working on cars on the roadside, you could look into that.
Sounds like an awful situation, with one household bullying all the other residents. Good luck.
