Failure of L&Q Housing to manage its communal refuse in accord with section 34 of the Environmental Protection Act 1990

L&Q Housing Association is constantly failing to take 'all reasonable steps to ensure that its communal waste is managed properly', re. section 34 of the Environmental Protection Act 1990. I have discussed this with L&Q staff many times for more than 10 years, including at two stage 2 formal complaint meetings, and at site meetings, and I have provided copious photographic evidence to L&Q. The number of bins is insufficient, the stores are too small, and L&Q makes no attempt to keep the lids closed, as required by Haringey. Foxes, cats etc distribute the rubbish. It then blows into the public highway, a children's playground, and nearby gardens. (Photos 1&2, at random this week, just after L&Q's maintenance team "cleared up". It's often much worse.) Promises are made by L&Q; nothing improves. There is a simple solution (as used by Oxford CC) - green euro-wire "sheds" with keypad doors. These are cheaper than the current brick enclosures, contain the rubbish even if overflowing and windy, keep animals out, accommodate large items, and prevent fly tipping (photo 3). Please now enforce the 1990 Act. I can provide further photographic and documentary evidence of the ongoing non-compliance by L&Q over the past ten years. Thanks.

L&Q Housing Association continues to fail to manage refuse properly, contrary to section 34 of the Environmental Protection Act 1990. I have updated Haringey Council with photos each week. These photos were taken 29.10.2018 two hours after the L&Q maintenance company, Wealdens, had left after being on site all day. L&Q charges residents for Wealdens to clean around bins, remove dumped rubbish, and manage large items. They failed to do any of this, and L&Q continues to charge for this service.
