Illegal parking within 10m of junction

Cars frequently park in Gilmais right up to the junction with Leatherhead Road thereby preventing two way traffic at the head of Gilmais.
When turning left into Gilmais from Leatherhead Road you sometimes have to stop suddenly to allow a car coming out of Gilmais. This leaves you exposed to a collision from behind as following cars are not expecting you to stop in the middle of the road (see other complaint on same junction). It is illegal to park within 10m of a junction so I don’t understand why this problem is not dealt with by the police. Not asking for parking tickets in the first instance – just official warnings - maybe a Section 59.
