Dangerous positioning of cycle right turn box

When a bus is parked at the bus stop on the University side of Cottingham road, drivers swerve into the across the centre line into the right turn box for cyclists without giving way to oncoming cyclists. When I was contacted last time after reporting this, they told me to report drivers for doing this. This is impossible unless I were to cycle with a camera attached to my bike. Why should it be down to a cyclist to prevent bad driving. The layout here encourages bad driving. It is the council's responsibility to design a safe right turn into the cycle lane through the University. The right turn lane for cycles should be moved further away from the bus stop (closer to the entrance to the cycle way through the University); there is plenty of room to do so. Who thought it would be a good idea to put the dropped kerb for the cycle-way right next to the back of the bus bay markings? The current layout is likely to cause an accident.
