Tree growth obstructing view from junction

When trying to pull out onto St. Nicolas Park drive from Windermere Avenue, the tree on the left of this junction has some large growth at the base of the trunk making it really difficult to see if there is anything coming from the left. Been reported before I notice, in spring, nothing yet done.
