Urgent! Drain cover loose, no screws. Dog fell in to drain when stepped on it

Please urgently look at this drain cover inbetween parking bay 10 and 11, Betty House, Westlands drive. My dog just fell into the drain as the cover was off.
We thankfully were able to rescue him using a collapsing camping chair and myself having my legs held down while I reached down to him on the chair, otherwise we would have needed to have called out the fire brigade due to the deepness of the drain.
He thankfully has no obvious signs of injuries but I am fully aware that he could have drowned if rainfall had been high recently, a small child could still fall through the drain if someone is able to pick it off again so easily, an adult could no doubt also get seriously injured.
I am shocked that the cover was not secure, there were no screws fixing the drain cover so it was easy for someone to lift it off or of course for a worker to not replace it back. I have to reiterate that I feel that this should be looked at urgently. I have put the cover back on and also put the camper chair over it.
