Excessive weeds on kerbs on School Street Church Lawford

On School Street Church Lawford opposite the Village Green there are a large number of weeds growing out of the kerb. Not sure if they have been sprayed at all as they look rather brown, but they do not seem to be dying off and are large and numerous
