No hardstanding for alighting/getting off bus

The 900 Thornhill to Churchill hospital bus changed its route some time ago. Now patients/staff/visitors have to step on/off the bus onto a muddy, slippery grass verge. There is no hard-standing. All these people are doing as you'd like and keeping cars away from Oxford and are using the Park and Ride system but are put at risk by not having a 'proper' bus stop. The photo shows the road, verge and path, with the bus stop sign on the right. The Churchill Hospital say it is the responsibility of the County Council. The OCC has said it is the responsibility of the land owner. The landowner has said the verge is outside of their boundary.
This is a real Health and Safety issue. Where do I go now?
