30 mph sign rusted through at ground level and has fallen over

The sign has been laying like this for at least 8 weeks possibly longer.

I have been sent me an email saying enquiry ENQ-282511-S2Z6H1 regarding the 30mph sign, to say it has been replaced and the ticket completed, this is not the case, yes a nice new pole and sign have been erected but not at the place where my report is, 1st photo above shows the nice new pole and sign on the corner of Eastlands and Wisbech Rd, the 2nd photo is of the pole and sign I reported which is to the right of the electric sub station not the left and even further right of my gateway, which can clearly seen in this and in my initial report photo's
