Noise from motorbike in early hours

The youngish resident at 28 Burwash Road, uses coltash road and burwash road as a drag strip. The motorbike sounds as though it does not have a silencer fitted to it (as far as I know) and it sounds as loud as the pneumatic drills that road diggers use to dig the road up with (you can also hear the motorbikecoming around the Paymaster General's Roundabout) and in the early hours of the morning its not funny to be woken to the sound of this kid racing down the road. I don't live next to the resident, but I do not know how his immediate neighbours put up with it, the constant using the roads named above as a drag strip is likely to cause an accident as many residents have dogs and young kids, there is also a number of cats wondering around.

I do believe a noise nusaince inspector should test the motorbike's noise output dBs to ensure its legallity.

The Road Vehicles (Construction and Use) Regulations 1986 Avoidance of excessive noise 97. No motor vehicle shall be used on a road in such manner as to cause any excessive noise which could have been avoided by the exercise of reasonable care on the part of the driver.
