Minor flooding of pavement and road

The entrance (extension of London Road) to Crown and Grove Mill is adjacent to 473 London Road, Mitcham.
After rain, there is always a huge puddle of water and the only way to successfully negotiate it (without stepping into it) is to walk in the busy London Road. At night this is an even bigger problem as it's often impossible to see the ful extent of the water damming up.
Could something be done to improve the draining away of water?
