Why has there been temporary traffic lights installed for 3 days now with no work taking place , this is a pain for houses on Reffley lane queues outside my home stopping us from getting out of our drives , can understand if work is taking place , but why cause disruption for no reason ????

Temporary traffic lights up for 3 days now not a sign of any work being done causing disruption, WHY ???
