Leaves from many trees blocking water from entering drain on corner of North Place

Because the leaves are not collected very often, when it rains there is a huge puddle formed outside 51 Old High Street, because the fallen leaves prevent the rain water from reaching the the drain on the corner of North Place and traffic speeding along, often exceeding the 20mph speed limit, makes huge waves of water and leaves, rise up and hitting the house up to 4 feet high up the frontage.
