Rubbish being left on grass near main road frequently

Hi, I have noticed over the last few months rubbish is being left a lot in this area. This morning there looks like there is a big crisp packet and others bits of rubbish and near the hedge in front of the flats there is rubbish there. It looks like people are hanging out there a bit and it looks unsightly. Not sure what can be done? I clear what I can on the estate.
