Household waste in overflowing bin outside my house

This bin constantly overflows outside number 1 The Muntings for months now, and being Summer it is even worse. This is not from children playing on the green, no children play here, it is mainly from people putting their own household rubbish such as empty food containers, fruit skins, nappies (not even in bags) and their own dog poo bags in the bin, but it does not get emptied enough. It is used by the public walking past, but it mostly gets used for some unknown reason by people who do not know how to recycle plastic / tins / food waste (pineapple / orange skins, BBQ chicken containers / popcorn chicken containers and several nappies are not just from people walking by). Cats/crows often pull it all out during the night so I am always out there with gloves on clearing it all up. It smells vile - I can smell it from my back garden and when I step out my front door. It is fowl and as homeowners who care about our surroundings, it is very embarrassing for us to have such a stench outside our house. I heave just walking down my path to my car! It needs moving to across the road near the big tree, in front of the railings where the garages are (nobody uses them so the smell won't affect anyone). I will probably still have to go out and clear it all up though but at least it won't look awful outside my house or end up in my garden or make me feel sick with the smell!! Please can this be moved ASAP.
