Nails on the road due to bad roadworks

On Saturday 21st July afternoon I was driving near three bridges station when my tyre burst. I pulled over when save and I had a nail in my tyre which looks like it’s from the speed check. My friend went back past the area the next day and there was another nail still in the road which I have a photo of. This is clearly an error with how the cables have been put down therefore I believe the council should pay the cost for my new tyre and my bus fare to work the next day.
