Speeding traffic on a public bridle way

Naldretts lane is a single track bridle way which carries heavy goods vehicles delivering to households, farm vehicles and residents cars. The track is well used by walkers with or without dogs, horses and riders and cyclists. The lane width is 9feet wide with No passing places , only entrances to property, two bends , one blind bend. Should their be a Speed limit. Can you assist the residents to get some form of traffic calming installed. Thank you .
