Illegal parking and rubbish dumping

Sadly, some drivers are either lacking in intelligence or deliberately ignoring the law by parking on double yellow lines to the north side of Marine Parade at the crest of the hill whilst they picnic, and then dumping their rubbish and leftover foods in the gutter before driving off. It’s surprising that Canterbury Council has no enforcement officers around to deal with this offending. A few Fixed Penalty Tickets would solve the problem.
