Speed bump caused damage to my vehicle

Yesterday evening, I drove over the speed bumps on Bellevue Place outside Drummond High School, travelling from the direction of Rodney Street towards Bellevue Road. I was within the 20 mph limit and slowed before passing over. I heard a scraping noise from the underside of my car. When I pulled over, I found that the heat shield under the petrol tank had been damaged and was hanging loose. In order for this damage to have occurred, the speed bump must be too high in relation to the road surface.
