Wagon at end of Chapel street causing obstruction

The vehicle at the bottom of Chapel Street where the road meets Thorpe Lane there is a business wagon vehicle is parked on the pavement too far so people with a pram or in a wheelchair can’t get past they have to go on the road & there isn’t even enough room for someone of slim build to walk past because of the vehicle & lamppost. The way it’s parked also causes a driving obstruction. Travelling down Chapel street you can’t see to the left when at the bottom & other vehicles drive round the corner & you can’t see them. The vehicle is parked there of an evening overnight. It’s causing a real hazard & been ongoing for quite a while now.
