Layby covered in asphalt.

Sent to Breckland District Council 5 minutes later. FixMyStreet ref: 1362445.

Large layby on North side of Brandon Rd has many piles of what looks like fly-tipping waste asphalt. Maybe this is about to be used for some thing but it might be dumped?
